Department Of Urban Planning & Municipalities Launches 11 New Digital Services


The Department completes offering of 39 online services since April, calls clients to sign up in the Smart Hub platform










The Department of Urban Planning & Municipalities has called upon companies, organizations, and individuals to register & open new accounts on the smart services platform (Smart Hub) to access various packages of digital services offered by the Department; which are subject to continuous evolution and progress. The digitalisation scheme, which is on the rise, aims to achieve 100% migration to online services by the end of this year.

The launch of successive digital services is compatible with customers’ expectations and contributes to higher satisfaction rating amongst community members and strategic partners. These services are part of the initiatives of the Department for the digital transformation of all services directed by HH Sheikh Mohammed bin Zayed Al Nahyan, Abu Dhabi Crown Prince and Deputy Supreme Commander of the Armed Forces and Chairman of the Executive Council, to improve all services.

This drive will not rest on achieving customer’s happiness but will also cover a host of other aspects such as improving the operational efficiency of the Municipality, conserving the environment, and expediting the sustainable development drive.

In the same context, the Department launched 11 new digital services across the Municipalities of Abu Dhabi Emirate (Abu Dhabi Municipality, Al Ain Municipality and Al Dhafra Municipality); including 4 services associated with tenancy contract registrations; which are all digital and no longer requires the involvement of municipal staffs. The step is part of the Department’s efforts to carry on with the digital transformation scheme according to the timetable and emphasize the keenness of the Department on improving the quality of services and bringing happiness to community members, as well as supporting strategic partners and the requirements of the sustainable development drive.

“This digital step includes a ‘smart pass’ entry portal linked with the tenancy contract attestations service where clients can avail through the link https://mservices.dma.abudhabi.ae. Clients can directly access the services of numerous federal & local government entities simply by entering the ID number. In addition, clients seeking tenancy contracts attestation can also avail the services by logging in to the smart pass portal as the system will identify the previous file of the client & merge the two files together automatically and quickly,” said Salama Al Dhahri, Director of Tenancy Contracts Attestation Scheme, Al Ain City Municipality.

“Under the tenancy contracts digital registration system, individual landlords can activate the online attestation services through the website and pay fees. Thus, they can start using the service without requiring visiting the Municipality offices to activate the service. Clients can apply for the digital attestation activation service directly by logging in to the smart pass portal through the website https://mservics.dma.abudhabi.ae, and the client will be informed about the system - training date via a text message. The Department training services to ensure the comfort of customers and to provide them logistical support to use the tenancy contracts registration system effectively,” she added.

“Property owners can apply for listing properties & leasable units through the aforementioned website without the need to visit the Municipality offices. The property owner will receive a text message subsequently confirming the request, and upon completion of the application, the client will receive another text message about registering the listed property and paying the fees through the website,” she further added.

“To make it easy for clients, Salama noted, clients can now pay fees of registering properties & leasable units through the website without the need to attend the Municipality offices. Upon the receipt of a text message confirming the listing of the property, the client can then enter the website to pay the property registration fees and receive a certificate acknowledging the listing of a property instantly.

“In view of the high demand from owners & tenants for the service of depositing funds in the landlord account for paying the contract registration fees, the Department had accomplished a service for the electronic deposit of to the account, thus eliminating the need to visit the Municipality treasurer’s offices. The client will also receive a text message confirming the amount had been deposited along with the current balance.

“The digitalisation process has increased from 35% to 65% following the launch of the first phase. The Department is making continuous efforts to complete the digitalisation process to extend the service to landlords in September this year. The services already transformed to the online platform by 100% without the involvement of municipal staffs or visiting the Municipality offices (zero visit services), saves 6,638 visits to the Municipality offices per annum. The service is used by 16,469 lessors and 2,273 online services users. Thus the initiative will contribute to increasing the demand for using the online services.”

“The bundle of digital services package associated with contracts registration include, activation of online attestation services, linking with landlord account (for individuals in the first phase), requests for training on the use of services, depositing funds to landlord account and to the registration of leasable units,” she added.

Furthermore, numerous digital services were also transformed to the digital platform last year enabling instant processing. These services saved 1,200 daily visits to Municipality offices. They include making a tenancy contract registration, renewing a tenancy contract, cancelling tenancy contract, and closing tenancy contract. These services account for 93% of the total transactions offered annually in the Municipalities, and the rate of completing transactions is less than 5 minutes.

Rashid Ahmed Al Mazrouei, Director of Development & Improvement of Procedures Division, Al Dhafra Municipality, said, “The Department of Urban Planning & Municipalities has recently launched 7 new digital services including 4 spatial data services and 3 services related to the community. The digital spatial services consist of providing coordinates of land plot service, spatial data service, and the issuance of paper & digital maps service. Community digital services include the facility of booking public services such as beaches, playgrounds and parks.”

“The use of digital services aims to reduce the number of visitors to Municipality offices by providing services to clients quickly and enabling them to avail self-service. They will not be required to visit the Municipalities and wait for submitting supporting documents to avail the services. There are several direct and indirect benefits of the full digitalisation of municipal services such as stepping up the operational efficiency of the Municipality together with environmental, social and economic benefits,” he added.

“The Department has made huge success and attracted a considerable number of beneficiaries of digital services. These changes reflect the wise direction of our wise leadership to deliver best-in-class services and simplify procedures to achieve the highest levels of the overall customer's satisfaction from the municipal system.

Since April, the Department has launched 39 digital services and is continuing with the digital transformation till achieving the intended objective of 100% integrated digital services,” he explained.
