World Food Programme To Host Global Aviation Safety Conference


Leading international aviation players set to attend the Line Operation Safety Audit (LOSA) and Threat Error Management (TEM) Conference in Abu Dhabi










The World Food Programme (WFP) - under the patronage of H.E. Eng. Sultan Bin Saeed Al Mansoori, Minister of Economy and Chairman of the General Civil Aviation Authority (GCAA) Board - with the collaboration of the GCAA is organising a Line Operation Safety Audit (LOSA) and Threat Error Management (TEM) Conference in Abu Dhabi on 15-16 March, 2010 at the Hilton Abu Dhabi Hotel.

The conference, which will attract key players in the aviation industry, is promoting the theme ‘Hazard identification in normal airline operations and tailoring LOSA and applying threat and error management.’

LOSA is an analytical tool and a formal process that requires experts and highly trained observers to ride the jump seat during regular scheduled flights in order to collect safety related data such as threats in the airline’s operations and design problems in the human-machine interface. The conference targets representatives from all departments of the aviation industry, including operations, training, flight standards, safety departments and pilots.

“The premise for LOSA stems from the recognition that even the most competent and skilful crew will make errors, either in response to threats in the operating environment or ‘unprompted’ errors,” said Samir Sajet, Regional Aviation Safety Officer for the WFP. “WFP Aviation Safety Office is trying to introduce LOSA as a workable predictive way of risk mitigation since it is recommended by international civil organisations and is part of safety management system implementation as a suitable hazard identification methodology.”

“As part of the WFP Safety team mandate to promote aviation safety in the region, we are organising this important event for the first time in the Middle East region,” he added.

In its commitment to providing the highest possible support to the aviation organisations, the WFP, with support from their main sponsors Maximus Air Cargo and Abu Dhabi Aviation, have teamed up with reputed organisations such as Etihad Airways, RUS Aviation and Shree Air to conduct this two day conference free of charge. The event will host aviation industry players such as the International Civil Aviation Organisation (ICAO, Canada), Flight Safety Foundation (FSF, USA); civil aviation authorities from countries worldwide (Africa, Asia, USA, Canada, Europe, Middle East and GCC), international humanitarian governmental organisations and non¬governmental organisations (ECHO, Red Cross (ICRC), Red Crescent (RC), MSF, MAF, ASF, WFP and other United Nations agencies), passenger and cargo air operators and brokers, local regional airlines, and international airports.
