RTA Customers’ Council explores improving NOCs services to partners, developers

The Customers Council at Roads and Transport Authority (RTA) has explored a number of services related to No Objection Certificates (NOCs) provided by RTA to beneficiaries including companies and institutions across the emirate, during its 67th session held recently with representatives of strategic partners and developers.

The session, which was held at RTA’s headquarter chaired by Mohammed Obaid Al Mulla, Member of the Board of Executive Directors cum Chairperson of Customers’ Council also included Ahmed Mahboub, Director of Customers Service, Deputy Chairperson of Customers Council, and Adel Al Marzooki, Director of Right-of-Way, among other RTA’s directors and employees.

Al Mullah opened the session by extending thanks and appreciation to customers for responding to the invitation to attend and voice their views, observations, suggestions and aspirations with regard to achieving service improvements and accordingly contributing to bringing happiness to people. He also lauded the strenuous efforts made by representatives of strategic partners and developers to carry out the tasks entrusted to improve the services they offer to their customers thanks to their continuous cooperation with the RTA in Dubai.

At the start of the session, Al Mullah reiterated the ongoing attention of RTA’s leaders to strategic partners and developers. He noted that the objective of such events with RTA’s Customers Council was to evaluate and improve the services on offer to customers with a view to bringing happiness to all community segments.

The council concluded to a number of valuable recommendations such as directing the Traffic and Roads Agency to cooperate and coordinate with Dubai Municipality and other relevant service providers in developing a geographic information system that enables users to capture all data, information and maps related to the infrastructure in Dubai. The geographic information system should be updated on a regular basis so that it becomes an easy and effective tool that provides all developers, contractors, consultants and strategic partners with data and information related to RTA projects and other service providers.

RTA’s Customer Council also urged the Traffic & Roads Agency in coordination and cooperation with the RTA’s financial department to study the proposal submitted by Dubai Ports World (DP World) to accept remittances from customers and strategic partners in order to facilitate the procedures relating to issuing and processing of NOCs. A prior permission from banks, developers, consultants, consultant partners and other service providers is required for processing the remittance transfer. Moreover, the Council directed the Traffic and Roads Agency to standardize NOC procedures in all RTA’s relevant agencies through a single delivery window in order to step up transaction processing. The RTA’s Customer Council also encouraged the Traffic & Roads Agency to study streamlining procedures and cutting the time taken to obtain permissions for traffic diversions in highways and internal roads particularly the traffic permits system (STPS) due to the lengthy process to obtain the required NOCs for these vital projects. Awareness workshops were recommended to educate the concerned parties about the procedures, regulations and laws applicable in NOCs system.

At the end of the session, attendees expressed thanks and appreciation to the RTA for its tireless efforts and ongoing commitment to provide services to the public including various community segments, be it individuals or institutions.
