Hamdan bin Mohammed issues Resolution on Controlled Public Parking Services in Dubai

The Resolution outlines a new tariff for select controlled public parking areas. The Resolution aims to encourage the use of public transport within the area covered by the amended tariff while also increasing the generation rate in controlled parking facilities.

Pursuant to the Resolution, controlled public parking in Dubai is divided into two categories. The first category includes the public parking areas where the amended tariff will be applicable. This includes approximately 30,000 parking spaces constituting 23% of the total 130,000 paid parking spaces in Dubai. 

The amended tariff rates for parking on the side of the street include AED 2 for 30 minutes, AED 4 for one hour, AED 8 for two hours, AED 12 for three hours and AED 16 for four hours. The new tariff rates for parking lots are AED 3 for one hour, AED 6 for two hours, AED 8 for three hours, AED 12 for four hours, AED 15 for five hours and AED 20 for twenty-four hours.

The second parking category includes all parking spaces that continue to be subject to the previous tariff rates. This constitutes 77% of the total paid parking space in Dubai. The previous tariff rates for parking spaces on the side of the street that continue to be applicable for this category include AED 2 for one hour, AED 5 for two hours, AED 8 for three hours and AED 11 for four hours. The tariff rates for parking lots are AED 2 for one hour, AED 4 for two hours, AED 5 for three hours, AED 7 for four hours and AED 10 for twenty-four hours. The tariff rate for multi-level parking garages is AED 5 per hour.

According to the Resolution, the parking tariff is applicable for 14 hours per day from 8:00 am to 10:00 pm on working days. The tariff is not applicable on Fridays and official holidays.

The Resolution also outlines amendments in the tariff for Seasonal Parking Permits. The new seasonal permit rates for parking spaces on the side of the street are AED 1,400 for three months, AED 2,500 for six months and AED 4,500 for one year. The new rates for Seasonal Parking Permits for parking lots are AED 700 for three months, AED 1,300 for six months and AED 2,500 for one year. The new tariff rates for Seasonal Parking Permits for multilevel parking garages are AED 2,000 for three months, AED 4,000 for six months, AED 8,000 for one year and AED 300 for three months for students.

RTA’s Director General and Chairman of the Board of Executive Directors Mattar Al Tayer said the Resolution is part of RTA’s efforts to further streamline the management of paid parking spaces in Dubai, find solutions for the high demand for parking spaces and encourage people to use public transport.

Al Tayer said that RTA provides nine different parking packages including Paid Permit L for citizens, Paid Permit V for villa parking, Paid Permit R for residential area parking, disabled parking permit for the elderly, parking permit for permanently disabled individuals, parking permit for temporarily disabled individuals, parking permit for disabled tourists and visitors, parking permit for individuals with chronic diseases and permits for disabled rehabilitation centre vehicles.

Resolution No (5) of 2016 annuls Regulation No (1) of 2008 on controlled public parking spaces in Dubai, Order No (92) of 1995 on public parking spaces in Dubai and its amendments, Order No (7) of 2000 on Seasonal Parking Permits and its amendments, Order No (9) of 2000 on prohibition of using public parking spaces for the activities of selling or renting cars and its amendments and Order No (3) of 2004 on usage of private land as public parking.

Furthermore, this Resolution annuls any other regulation that challenges or contradicts its articles. The Resolution will be considered effective 60 days after its publication in the Official Gazette.
